With a regional shopping center, anticipated mixed-use redevelopment in Old Town and the High Speed Rail (HSR) station expected in adjacent Murrieta (about one to two miles from Temecula’s northerly border), this report will provide recommendations on how a community can plan for redevelopment, but leave the development flexible enough so that it can help with connectivity to the HSR station. This particular report is likely to appeal to station-adjacent jurisdictions throughout the state – jurisdictions that do not have a HSR station, but are adjacent to a City that does.

The City is interested in potentially redeveloping the Jefferson Corridor into a financial center for southwestern Riverside County. Suggestions included the Irvine Business Complex near John Wayne Airport, incorporating positive aspects with refinements suitable to Temecula and current planning concepts. Residential development west of Interstate 15 (I-15) is limited; however, the City is willing to consider increased residential land uses to promote vibrancy and day long activity. Additionally, increased lodging opportunities within the Corridor is acceptable to the City. Important to the vision is the concept of turning Jefferson Avenue into a “Great Street,” imitating the grand boulevards found in Europe and providing connectivity to the HSR.  The Great Street concept would establish a distinctive transit-friendly roadway that is supportive of all users while encouraging commercial and residential uses.
